PRESS RELEASE
Data Conversion Laboratory Teams with Fairfax Data Systems to Make Connecticut Regulations Easier to Access, Update
Digitization project will modernize and streamline the state’s regulatory process, providing greater transparency, improved workflows and a reduction in redundancy and errors

New York, Feb. 20, 2014 – Data Conversion Laboratory (DCL), an industry leader in organizing, converting and enhancing content into digital formats, announced today it is working with Fairfax Data Systems, a leading provider of content and document management services for government agencies, to help the state of Connecticut transform the way it creates, updates and shares agency regulations into a more transparent, efficient and modernized system.

The project, which calls for digitizing the entire regulatory process as well as improving workflows and creating a digital content standard, is part of Connecticut Gov. Dannel P. Malloy’s e-Regulation initiative. It is being overseen jointly by the offices of Secretary of State Denise W. Merrill and the Department of Administrative Services. Connecticut is considered ahead of the curve in terms of digitizing its regulatory process.

Fairfax turned to DCL based on the company’s broad experience and expertise in digitization for government agencies, the high quality of its work, and its strong track record of delivering major projects on time. The development phase of the project is starting this month, and new regulatory websites are scheduled to go live in August.

Among the many benefits of the completed project:

  • Greater transparency into the entire regulatory process

  • Better public access to regulatory materials

  • Improved workflows and better content management

  • Standardization of digital content assets

  • Reduction of content duplication and error

  • A streamlined regulatory review and approval process

When the new system is up and running, workers in state agencies as well as legislators will find it easier to collaborate remotely on regulatory work, and Connecticut residents will be able to quickly and easily view existing regulations as well as those in process, including amendments and supporting documents, through an updated Web portal.

“We’re proud to be at the forefront of a trend in making government more accessible, transparent and efficient,” said Mark Gross, president of DCL. “Our wealth of experience digitizing and organizing documents for governmental agencies will help improve the content experience for everyone. It’s gratifying that both the public sector and the people of Connecticut will benefit from our work.”

“With numerous state agencies in Connecticut promulgating new regulations each year, on top of the many existing regulations, it became critical for the state to streamline and modernize the entire process,” said David Mancusi, CEO of Fairfax. “Working with DCL, we’re delivering a system that enhances transparency by making regulatory documents more accessible, and speeds up regulatory workflow by making it much easier for multiple editors to collaborate simultaneously.”
