DCL and American Water Works Association Collaborate on NISO STS XML Conversion
Forging a Path to Sustainable Upgrades with an Industry Standard


Fresh Meadows, NY, November 6, 2018 – DCL, an industry leader in structured data and The American Water Works Association (AWWA) embark on a new digital strategy for Standards content and manuals. DCL transformed AWWA’s content into the XML markup standard NISO STS to provide a platform for useful content interchange and industry interoperability.


AWWA, the international non-profit, scientific and educational association founded to improve water quality and supply, recognized that the NISO STS format provides a critical component to its publishing strategy. The NISO STS: Standards Tag Suite, is a Standard for Standards XML. It defines a suite of XML elements and attributes that describes the full-text content and metadata of standards-related information. NISO STS preserves the intellectual content of Standards independent of the form in which that content was originally delivered.


“Converting AWWA content to NISO STS improves the publishing process and certainly opens up the opportunity for new product development and digital delivery,” explains Dan Berger, Senior Manager of Production at AWWA. “But more importantly, NISO STS benefits the larger Standards ecosystem with an infrastructure that better enables the dissemination of ideas and technologies; we are proud to lead this charge.”


The Standards industry recognizes the inflexibility of PDF and the benefits of structured content for manufacturers, researchers, and libraries. “For Standards publishing there are compelling benefits to convert to NISO STS,” states Brian Trombley, National Sales Director at DCL. “Many Standards publishers have already implemented JATS or ISO XML and moving to STS is a natural extension. Transforming AWWA’s PDF content (both Standards and technical manuals) was an 8-month process, including the critical components of analysis, specification, conversion, QA/QC, and final delivery.”
